{"id":16046,"date":"2021-05-13T06:20:00","date_gmt":"2021-05-13T10:20:00","guid":{"rendered":"https:\/\/origin-www.parsons.com\/?p=16046"},"modified":"2022-10-04T14:45:46","modified_gmt":"2022-10-04T18:45:46","slug":"lead-in-soil","status":"publish","type":"post","link":"https:\/\/www.parsons.com\/2021\/05\/lead-in-soil\/","title":{"rendered":"Lead In Soil: Are More Stringent Criteria On The Horizon?"},"content":{"rendered":"\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"780\" height=\"448\" src=\"\/wp-content\/uploads\/2021\/05\/lead_innovation_article_v4.jpg\" alt=\"\" class=\"wp-image-16069\"\/><\/figure>\n\n\n\n<p>Consistent with our mission to make the world safer and healthier, we are tracking regulatory developments that may signal more stringent cleanup criteria for lead in soil.<\/p>\n\n\n\n<p>On May 5<sup>th<\/sup>, 2021, USEPA released an update to the Integrated Exposure Uptake Biokinetic (IEUBK) Model that is used to predict blood levels in children from exposure to lead.&nbsp;There were several updates to exposure parameters, but the most important change is the \u201cdefault cutoff blood lead concentration on the Find and Run functions has been lowered from 10 \u03bcg\/dL to 5 \u03bcg\/dL.\u201d&nbsp;This change is presented throughout the documentation for the updated model as follows:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\"><li>remedial goals based on 5 \u03bcg\/dL are \u201cpresented for illustrative purposes\u201d<\/li><li>the model uses a \u201cuser-specified target PbB level (e.g., 5 \u03bcg\/dL)\u201d<\/li><\/ol>\n\n\n\n<p>USEPA does not explicitly state in the documentation for the model that its target blood lead level has been changed to 5 \u03bcg\/dL.&nbsp;However, this change can be expected as both the Centers for Disease Control (CDC) and Housing and Urban Development (HUD) currently use 5 \u03bcg\/dL as a blood lead level of concern.&nbsp;USEPA also stated in March that they are reviewing lead remedial goals.<\/p>\n\n\n\n<p>We are waiting on the next release of USEPA\u2019s Regional Screening Levels (RSLs), as a change in the lead RSL would indicate a change in USEPA\u2019s policy concerning the target blood lead level.&nbsp;If the updated model is run using all defaults and a target blood lead concentration of 5 \u03bcg\/dL, the estimated screening level for lead in soil is 200 mg\/kg.&nbsp;The current USEPA residential RSL of 400 mg\/kg is based on running the previous version of the model using all defaults and a target blood lead concentration of 10 \u03bcg\/dl.&nbsp;If USEPA changes its target blood lead level to 5 \u03bcg\/dL, the residential RSL is expected to decrease to 200 mg\/kg.<\/p>\n\n\n\n<p>We will continue to monitor changes in USEPA\u2019s policies on lead and any changes in lead remedial goals.<\/p>\n\n\n\n<figure class=\"wp-block-parsons-blocks-author\"><span style=\"background-image:url(\/wp-content\/uploads\/2021\/05\/20210507_132919.jpg)\" class=\"author-avatar\" title=\"Mark\"><\/span><h5>About The Author<\/h5><div class=\"author-desc\"><p>Mark Rigby is a senior human health and ecological risk assessor as well as a project manager.&nbsp;He has an MSc from the University of Alberta (Canada) and a PhD from ETH Zurich (Switzerland), along with 21 years of experience in environmental consulting.&nbsp;Mark has worked on remedial investigations and remedial actions under CERCLA and state response programs throughout the American west working, with an eye towards providing client-focused cutting edge solutions.<\/p><\/div><\/figure>\n\n\n\n<figure class=\"wp-block-parsons-blocks-author\"><span style=\"background-image:url(\/wp-content\/uploads\/2021\/05\/Rembish_Steve.png)\" class=\"author-avatar\" title=\"Steve\"><\/span><h5>About The Author<\/h5><div class=\"author-desc\"><p>Steve Rembish is a senior toxicologist and risk assessor.&nbsp;He has a PhD from Johns Hopkins University in Toxicological Sciences with an emphasis on immunotoxicology.&nbsp;For the past 27 years he has conducted numerous risk assessments at CERCLA and RCRA sites.&nbsp;More recently Steve has been designing sampling plans and conducting risk assessments in support of Parsons\u2019 Military Munitions Response Program projects, with an emphasis on lead and other munitions constituents.&nbsp;<\/p><\/div><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>Consistent with our mission to make the world safer and healthier, we are tracking regulatory developments that may signal more stringent cleanup criteria for lead in soil.
